Abstract

The armed conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in Sudan since April 15, 2023, has resulted in serious violations of civilian rights, including loss of life, disruption of health services, education, and the distribution of humanitarian aid. This study aims to analyze efforts to resolve the conflict between the SAF and RSF and the forms of legal protection for civilians under international humanitarian law and international criminal law. The method used is normative legal research with a qualitative juridical approach, through library and document studies of international regulations, official documents, and relevant scientific literature. The results of the study indicate that the SAF and RSF conflict is classified as a non-international armed conflict, so that the protection of civilians is subject to the provisions of international humanitarian law. Efforts to resolve the conflict are carried out through peacemaking, peacekeeping, and peacebuilding, involving IGAD, the African Union, Saudi Arabia, the United States, and the UNITAMS mandate. This study also shows that the International Criminal Court plays a crucial role in promoting accountability for war crimes, crimes against humanity, and gross human rights violations in the Sudanese conflict.
